I should think that the proposal is well worthy of favourable consideration not only on philanthropic grounds but on the lower ground of a possible saving to the Expenditure.
You will remember the case of the Labuan Convicts to whom advantages of the kind for which Sir 28 R applies have been granted.

Proposed Regulations as to Discharge
The following scale shows the earliest periods at which it is possible for prisoners undergoing sentences of penal servitude to qualify themselves for discharge by exemplary behaviour. The actual time of release will depend on their own conduct.

No general rule can be laid down as to life Prisoners. Each case must be dealt with on its own merits.
3.
In order that every prisoner may be aware of his situation and of the effect produced by his conduct in shortening or prolonging his period of confinement,
